針對世界衛生組織秘書長譚德塞指責台灣方面對他人身攻擊一事,曾任我駐美代表處衛生組組長的醫師盧道揚9日發表一封公開信,呼籲譚德塞應優先考量全球民眾的健康,而非政治;此外,譚德塞也應向台灣民眾道歉。
盧道揚發出的公開信全文如下:
敬愛的世衛幹事長,聽到您在記者會上的發言,我極度感到震驚與悲痛,任為崇高受尊敬的國際組織主管竟然會提及如此訛誤的資訊。
我是來自台灣的盧道揚醫師,曾經在非洲工作。多次在不同場合與當時任職伊索匹亞衛生部長的您見過面,握手寒暄,如馬布托、阿迪斯阿貝巴,甚至在日內瓦,提及關切非洲醫療衛生的議題,以醫療衛生專業人員相互尊重,共同努力提升非洲健康。
我在公共醫療系統服務,我可以證明,我與我的公務同仁們在台灣,從未藉職位公開對非洲人不尊重。
我們僅極力爭取成為應對健康議題的全球團隊成員,可理解的,我們對於您在職位上處理有關台灣的技術性及加入問題,有不少批評。
不可思議的,您竟然說出近乎不負責任的言語詆毀台!
或許因為自這個2019年冠狀病毒疫情開始,您接受到不恰當的建議與資訊,使您的作為與我們台灣不辭辛勞的衛生機構長官們所達成的成果,有太過明顯的對比。確實,會使您坐立難安。
現在我們防疫略有成果,稍有餘裕協助他國,包括非洲。我們正積極協助史瓦帝尼王國建造臨時醫院,其他重要醫療物資,也將前進至非洲,協助防疫工作。
請您勿忘初衷,尤其是您從世界知名公共衛生學府獲得博士學位時,或您就任目前這個崇高的幹事長職位時,優先考量全球民眾的健康,而非政治。
至此,請您向我的國家、國人道歉,我想並不為過,但可能您的慚愧與專業不足已經盲目了您,使您無法說出。
您延誤及誤判的全球疫情,造成世界極大痛楚,他們將即時與近期未來,持續對您建言。
願神賜慈悲與憐憫於您

Dear DG Tedros of WHO,
Upon hearing your press conference today, I am utterly shocked and saddened that such disinformation can be from a supposedly respectful head of international organization.
I am Dr. Daniel Lu from Taiwan, and I worked in Africa before. I met you during couple of occasions, in Maputo, in Addis Ababa, and even in Geneva, when you were the Minister of Health for Ethiopia, between 2007 and 2010. We shook hands and talked about health issues there, respecting the same health professionals who would try their best to make health in Africa better.
As a medical doctor in public service, I can attest that there has never been any disrespect from me or compatriots in official capacity toward Africans here in Taiwan.
We merely strive to be part of the global team in tackling health issues, and understandably, critical to your handling toward Taiwan for technical aspects and inclusiveness, as the Director General of the World Health Organization.
How can you, in few sentences, smeared our reputation with such irresponsible accusations?
May be it was your ill-advised actions and directives ever since the start of this corona virus pandemic December 2019, that contrasts the more effective policies and approaches by our tireless officials in Taiwan. Indeed, it's not very comforting for you.
Our people is now sending aid to other countries, including Africa, as we have some spare capacity. A temporary hospital is been built by Taiwan in Eswatini at this time, while some important medical supplies are finding their way to Africa as well.
Please do not forget your dedication when you graduated from a world renowned public health institution years ago, and your solemn vow recently when you ascend to this honorable position you are in now: health of people of the world comes first, not politics.
I see it's fitting to ask an apology from you under current circumstance, on behalf of my beloved country and people. But I do also think shame and incompetence may already have blinded you, that you are not capable to do so.
It will be a world that suffered from the pandemic that will call upon you, now and more in coming days. And which pandemic you delayed and misjudged.
May God Have Mercy Upon You.
