換言之，處在與時俱進且充斥競爭的環境，善用集體智慧將能搶佔優勢地位，即便先天(人力，資源等)不良
反之，成熟產業與公務體系容易導致集體弱智，囿福利放養制度，致人不思進取即可不勞而獲
